Chiba runs on the airport, the port and the warehouses between them. 259,663 foreign residents (6th nationally) live here, most within 30–50 minutes of Tokyo on the Sōbu and Keiyō lines, paying Saitama-level rents for a bay-side prefecture with Japan's second-largest agricultural output.

An airport, a bay, and everything in between
Chiba is the prefecture most foreigners pass through and few think about living in — which is odd, because 259,663 already do, the sixth-largest foreign population in Japan. The economy has three legs: Narita Airport and everything that feeds it, the industrial bay coast from Ichikawa to Kisarazu, and farmland that makes Chiba Japan’s second-biggest agricultural producer. See the Chiba budget for what that costs to live in.
The commutable strip
Only the western edge is a daily Tokyo commute. Ichikawa and Funabashi on the Sōbu line sit 20–35 minutes from Tokyo Station; Urayasu — Tokyo Disney’s home ward — is closer still on the Tōzai line. Rents there run ¥55,000–70,000 for a 1R/1K against ¥80,000–120,000 across the river, which is the entire reason people make the move.
Everything east changes character fast. Narita is its own labour market, not a Tokyo suburb. The Bōsō peninsula is rural Japan with beaches.
Who Chiba hires
Airport ground handling and air cargo; the logistics warehouses that cluster along the Keiyō industrial zone; food processing; agriculture with real SSW demand; and petrochemicals along the bay. It is shift work more than desk work — office and English-language careers remain a Tokyo job hunt, same as Saitama.
Common mistakes & warnings
- "Chiba" covers an enormous area. The western belt (Ichikawa, Funabashi, Urayasu) is a Tokyo commute; Narita is 60+ minutes and the Bōsō peninsula is another world entirely.
- The Keiyō line runs to Tokyo Station via a famously long underground walk to the other platforms — budget ten extra minutes for any transfer there.
Frequently asked questions
Which part of Chiba is actually commutable?
The western strip along the Sōbu line — Ichikawa, Funabashi, Tsudanuma — and Urayasu on the Keiyō/Tōzai lines. All sit 30–50 minutes from central Tokyo. East of Chiba City the commute stops being daily-viable.
Is there work near Narita?
Yes, and it is a genuine foreign-worker economy: airport ground handling, air cargo, hotels, and the warehouse belt feeding them. Much of it hires on [SSW](/en/visas/specified-skilled-worker/) and shift patterns rather than office hours.
Chiba or Saitama?
Nearly identical on rent and commute time. Chiba gets the airport economy, the bay and warmer winters; Saitama gets Ōmiya's transport hub and a denser factory belt. Pick by where the job is.
